This has prompted a large push for further development of the city’s critical infrastructure, with the Tauranga City Council Long Term Plan setting out a $4.7 billion masterplan covering key crucial spend across new city facilities, roading, cycleways & walkways, 3-water infrastructure & more.


To deliver this $4.7 billion spend, Tauranga City Council has established a Capital Programme Assurance Division (CPAD) to act as Centre of Excellence for Programme & Project Delivery. CPAD will ensure all projects delivered under the Capital Programme are established, costed, resourced, reported & delivered according to best practice by providing systems, guidance & advice to key stakeholders.


We have a range of exciting opportunities to join the CPAD team on a full-time permanent or fixed-term basis. CPAD is an enterprise function with all roles being highly influential across the Council. About the role:

Lead and develop a change management plan for the rollout of new project management and project delivery methodologies and processes across the council. You will leverage your relationship building and people management skills to drive a culture shift across the organisation towards one of continuous improvement and focusing on best practise methods to ensure optimal outcomes for the council’s projects and programmes. This is a fixed-term contract role.

  • Develop and implement change management methodologies across CPAD

  • Enable effective adoption of project management process improvements

  • Design and undertake change impact assessments

  • Work with CPAD to fit the change management plan around project lifecycles


Successful applicants will have:

  • 5+ years’ experience across people and process change management

  • Proven success driving large-scale organisational change

  • Comfortable working across multiple interdisciplinary teams

  • Working knowledge of current best change management methods

  • Fantastic relationship building and stakeholder management skills

  • Excellent communication and presentation skills
